Common Agricultural Policy: France expresses its “deep incomprehension” to Brussels

Brussels – The amounts planned for farmers between 2028 and 2034 “appear to be out of sync with the Commission’s statements on the strategic importance of the agricultural sector for our sovereignty,” grumbled the representative of France during a meeting of EU Agriculture Ministers.

The European Commission is proposing a major reform of the Common Agricultural Policy (CAP) in the future budget. It promises French farmers a “minimum” of 51 billion euros in income support over seven years and assures that other European funds will also be available, at the discretion of the States.

In the current CAP, France receives about 9.3 billion euros per year, totaling 65 billion from 2021 to 2027.

Brussels believes it is not possible to compare the two figures.

“I wish to express my deep incomprehension regarding the amount allocated to the guaranteed perimeter of the CAP in the European budget, and similarly, regarding the proposed national CAP envelope that would be allocated to France,” emphasized Annie Genevard. (September 22, 2025)
