The EU provides Romania with 60.2 billion euros in the Multiannual Financial Framework 2028-2034

Brussels – The European Commission presented on Friday the allocations for member states under the Multiannual Financial Framework (MFF) 2028-2034, after proposing a budget of 2 trillion euros for the European Union for that period on Wednesday.

The European Commission’s proposal regarding allocations for member states under the MFF 2028-2034 – Allocations for national and regional partnership plans (in current prices, billions of euros, rounded) – indicates a total allocation of 60.2 billion euros for Romania, specifically a general allocation of 54.6 billion euros, for migration, security, and internal affairs 1 billion euros, and for the Social Climate Fund (SCF) 4.6 billion euros.

In comparison, in the previous MFF (2021 – 2027), Romania had approximately 46 billion euros at its disposal.

From the proposed budget of 2 trillion euros by the European Commission, nearly half, 865 billion euros or 48%, is reserved for national and regional partnership plans. Partnership funds will support a wide range of policy areas, including regional development, rural and coastal support, border management, social policy, food security, migration, and internal security.

In addition to national allocations, member states will also be able to access other budget lines, such as the 450 billion euro Competitiveness Fund, aimed at innovation, resilience investments, security, defense industry, and space technologies.

From this fund, 131 billion euros are specifically reserved for investments in defense and space, representing a fivefold increase in EU funding compared to the previous MFF.

The Commission’s budget proposal for the MFF 2028-2034 is intended to ensure that EU funding is aligned with the political priorities of the EU, delivering results that national budgets cannot achieve alone. The new long-term budget will bring together EU funds implemented by member states and regions within a coherent strategy, with cohesion policy and agricultural policy at its core.

The Commission’s proposal marks the beginning of a long negotiation process expected to last at least two years. The first discussion is scheduled for Friday, at the meeting of European affairs ministers in Brussels. (18.7.2025)
