The EU does not rule out that COP30 could end ‘without an agreement’ (European Commissioner)
Belém (Brazil) – “What is currently on the table is unacceptable. And given that we are so far from where we should be, it is unfortunate to say, but we are really facing a scenario without an agreement,” said Wopke Hoekstra to reporters on the theoretical last day of the major UN conference.
The Brazilian presidency of the summit, which has been taking place in Belem since last week, has put a draft text on the table with a major omission: it contains neither the word “fossil” nor the creation of the “roadmap” demanded by at least 80 European, Latin American, or island countries.
Immediate protest from Europeans and their allies, including Colombia, which is fighting against the “proliferation” of oil.
“The text cannot remain as it is,” noted German Environment Minister Carsten Schneider.
Who opposes any progress towards phasing out fossil fuels? India, Saudi Arabia, and Russia, joined by emerging countries, said Monique Barbut, French Minister for Ecological Transition, to reporters. (November 21, 2025)
