Strong in its nuclear power, France refuses any increase in the European target for renewable energies

Paris – France, which has not met its renewable development goals, has long been in a standoff with the European Commission to have its electricity mix recognized, one of the most decarbonized in the continent thanks to nuclear power.

In a new approach, at the end of April, Paris sent Brussels a list of conditions it wants to see met before commenting on the goal of reducing EU greenhouse gas emissions by 90% by 2040 compared to 1990, according to a note consulted on Thursday by AFP. 

This 2040 goal is the subject of delicate negotiations between the 27 and the Commission, which had to postpone the presentation of its roadmap, now expected “before the summer.” Its adoption depends on the climate roadmap that the EU must submit to the UN before COP30 in Belem (Brazil) in November.

For France, among other conditions, “the 2040 goal must be accompanied by a target for reducing the carbon intensity of final energy consumption instead of a European renewable energy target.” (May 15, 2025)
