Brussels – Spain will receive nearly 1.6 billion euros in aid from the European Solidarity Fund and the Restore mechanism to support the recovery of infrastructure and the repair of damage caused by the flooding resulting from the DANA that left 229 victims in the province of Valencia in October 2024.

Specifically, the European Commission has proposed aid of 945 million euros from the EU Solidarity Fund and, on the other hand, has approved the reallocation of another 645 million euros from Spain’s Cohesion funds through the Restore mechanism to boost European support for recovery efforts.

“The devastation we witnessed almost a year ago in the Valencian Community and throughout Spain deeply moved Europe. This climate disaster united us in shared pain and solidarity. I met with representatives of the families who lost their loved ones in the DANA floods and felt their pain,” highlighted the Commission President, Ursula von der Leyen.

Brussels already paid Spain an advance of 100 million euros in March 2025 to cover expenses arising from the flooding caused by the DANA, the maximum established by regulation.

Once the European Parliament and the Council approve the Commission’s proposal on the mobilization of the funds, the remaining balance — the total allocation minus the pre-financing already paid — will be disbursed in a single payment, while Restore payments will be made progressively based on expenditure.

The proposed support from the Solidarity Fund for Spain represents the second largest allocation since its creation in 2002, only behind the 1.2 billion euros granted to Italy after the earthquakes of 2015 and 2016. (October 3)
