Positive recommendation from the Commission for the revision of the National Plan ‘Greece 2.0’

The decision with its positive recommendation for the revision of the National Recovery and Resilience Plan “Greece 2.0”, thus paving the way for the approval of the revision by the European Council, was issued by the European Commission.

The main objective of the Greek revision proposal submitted to the European Commission is to ensure the full and effective utilization of all resources available to the country from the Recovery Fund. The proposal is financially neutral – there is no financial reduction of the Greek plan. The revision consists of the adjustment of actions for objective technical/managerial reasons, based on the current implementation picture, while also enhancing actions for areas with high demand, as well as the addition of new projects.

As stated by the Ministry of National Economy and Finance, the new projects in the revised plan “Greece 2.0” include: the comprehensive upgrade of the safety infrastructure of the ten largest railway tunnels of OSE using smart systems, the creation of smart crossings in school units, and the development of autonomous smart lighting networks on road axes, as well as the procurement of an additional 175 electric buses in Athens and Thessaloniki.

Additionally, new projects for the digital transformation of Education (an additional 2,900 interactive boards in public schools), public health, and urban planning with a system for detecting illegal construction using modern technological means, the procurement of two (2) aircraft for Civil Protection, as well as a new multimedia communication system for serving citizens from the public sector are included.

The inclusion and funding of new projects were approved from the available resources that resulted from the transfer of projects, such as the 13 Regional Civil Protection Centers and the upgrade of 7 Canadair to longer-term financial instruments, from actions that were assessed as unable to be used within the timeline due to objective conditions (e.g., due to unsuccessful tender outcomes), such as the upgrade of digital skills of the troops, the digitization of the Economic Diplomacy network, and the Almopia dam. In the Electrification action, the lack of market response led to the replacement of the “Green Taxis” and “Charge Everywhere” programs with the procurement of additional electric buses.

According to the Deputy Minister of National Economy and Finance, Nikos Papathanasis, it is reminded that Greece submitted its proposal for the revision of the National Plan “Greece 2.0” on 14/5/2025, in accordance with the provisions of the Regulation and responding positively and immediately to the Commission’s recommendation to all member states to revise their national plans, ensuring the timely submission of outstanding payment requests.

The next step, after the positive recommendation of the Commission, is the final approval of the revision proposal by ECOFIN, which is scheduled for July.
