In response to Trump’s policy, France and the EU invest to attract researchers

Paris – To encourage researchers to “choose Europe,” the European Commission will propose “a new envelope of 500 million euros” for the period 2025-2027, its president stated at the closing of the event “Choose Europe for science” organized in Paris at the initiative of the French president.
Praising the “stable and sustained investments” and “infrastructure” favorable to research in Europe, Ursula von der Leyen announced measures to address its “gaps,” including “a new +super-grant+ lasting seven years” as well as the doubling by 2027 of the “supplement” paid to research grants.
“In the medium and long term: with our member states, we want to achieve the goal of 3% of GDP (gross domestic product) for investment in research and development by 2030,” she added.
For its part, the French state will invest an “additional” 100 million euros, Mr. Macron announced. This will be drawn from a reserve of the public investment program France 2030, the Elysée clarified. (May 5, 2025)
