EU: France and Greece on the offensive to keep children away from social networks

Luxembourg – Cyberbullying, misinformation, hate speech… Dangerous content for children is proliferating online, to the point of prompting several European countries, including France, to want to limit minors’ access to social networks.
The European Union already has one of the strictest legislative frameworks in the world to regulate digital giants.
But calls to go further are multiplying among the Twenty-Seven, as studies demonstrate the negative effects of social media on mental and physical health.
Athens, Paris, and Madrid have chosen to present their proposal on Friday during a ministerial meeting in Luxembourg. This includes setting a digital age of majority across the EU, below which children would not be able to access social networks without parental consent.
“Age verification is possible. It is already underway in France for pornographic sites, and we want the same for social networks,” said the French Minister for Digital, Clara Chappaz. (June 6, 2025)
