Bulgaria will join the EU system for satellite exchange of government communications GOVSATCOM
SOFIA – The Bulgarian caretaker government has adopted a decision approving Bulgaria’s accession to the European Union (EU) GOVSATCOM initiative. This was announced by the government press service.
The initiative aims to ensure the long-term availability of reliable, secure and cost-effective governmental satellite communication services for EU public authorities and national public authorities managing security-critical missions and infrastructures. Participation in GOVSATCOM will support public services in areas such as crisis management, border and maritime surveillance, as well as critical infrastructure management, providing means of communication even in areas without terrestrial coverage or in the event of communication outages, the Bulgarian government stated.
With its decision, the Council of Ministers approved the establishment of a Competent Governmental Authority (CGA) within the Ministry of Innovation and Growth (MIR), with the Ministry of Electronic Governance as a supporting institution.
Participation in the European initiative and the establishment of a Competent Governmental Authority will help Bulgaria be better positioned in key European and international communication networks and will establish it as a key participant in the European ecosystem for secure communications and space technologies, with the possibility of active participation in EU strategic initiatives and contribution to strengthening the Union’s overall security and resilience, the caretaker cabinet added.
The European Commission reported that GOVSATCOM is an EU system for satellite exchange of governmental communications, part of the European Union’s Space Programme and of the Secure Connectivity programme.
GOVSATCOM creates opportunities for pooling and sharing the existing satellite resources of European states and private operators, the Commission further specified. (14.01.2026)
